Let me refer to an article on maltastar.com “Humiliating Demotion for Louis Deguara” carried on 20th December 2004.

Mud slinging knows no bounds. I do not know from where it results that Minister Louis Deguara is no longer responsible for Mater Dei. From where does it result that a committee of four people chaired by the parliamentary secretary Tonio Fenech is replacing Dr. Louis Deguara with the responsibility of Mater Dei hospital?

Now that the Prime Minister is also the Minister of Finance, very recently Minister Deguara himself suggested to the Prime Minister that the type of contract to be signed with SKANSKA necessitates that the financial aspect of the project passes temporarily under the direct responsibility of the Minister of Finance. It was also agreed that on delivery the hospital will revert once again under the direct and sole responsibility of the Minister of Health, the Elderly and Community Care.

To call this logical shifting of responsibility, aimed primarily to lessen burocracy, from the Minister of Health to the Minister of Finance a demotion for Minister Deguara is beyond me. This is journalism at its lowest.

Dr. Deguara enjoys the full confidence of the Prime Minister who not only confirmed him as Minister of Health but entrusted him also with the care of the elderly and community care.
