Id-Diviżjoni tas-Saħħa tiddeplora l-attitudni ta’ l-Assoċjazzjoni Medika Maltija (MAM) dwar is-servizzi tat-tobba fid-Dipartiment ta’ l-Emerġenza ta’ l-Isptar San Luqa


Fix-xhur li għaddew kienu qed isiru taħdidiet biex jitjieb in-numru ta’ tobba li jagħtu s-servizz tagħhom f’ċerti ħinijiet fid-Dipartiment ta l-Emerġenza. L-awtoritajiet ta’ l-isptar San Luqa, kienu qed jinsistu li jiġi rivedut it-tqassim tat-tobba fid-diversi gradi, li huma diġa` allokati fid-Dipartiment ta’ l-Emerġenza u r-roster li qed jinħadem, flimkien ma’ analiżi jekk hemmx ħtieġa li jiżdied in-numru totali ta’ tobba.

Fil-fatt bħalissa d-Diviżjoni qed tikkonsidra biex f’Jannar 2006, in-numru totali ta’ tobba fid-Dipartiment ta’ l-Emerġenza jitla’ għal 36 tabib. Meta l-management ta’ l-isptar San Luqa pprova jkopri ċertu mankanzi billi jagħmel re-deployment minn dipartimenti oħra, sab ma’ wiċċu direttiva lit-tobba, sabiex ma jiċċaqalqux mid-dipartimenti li huma assenjati lilhom.

It-tobba ngħataw direttivi li jaċċettaw biss jekk kemm il-darba dan ix-xogħol isir fi ġranet fejn ikunu off, u dan mingħajr ma l-MAM tieħu ebda konsiderazzjoni li b’din id-direttiva, konniex sejrin nispiċċaw b’tobba li jaħdmu numru esaġerat ta’ sigħat.

Il-MAM il-bieraħ għażlet li tagħmel pubbliku dak li kienet qiegħda titlob. Minbarra li ma tatx l-istampa kollha, kompliet tiżgwida u tħallat ‘issue’ ma’ oħra billi attakkat il-preparamenti ntensivi li qiegħda tagħmel id-Diviżjoni sabiex toffri servizz mediku ta’ l-aqwa kwalità, matul l-avvenimenti tal-CHOGM.

Għal dawn is-servizzi, id-Diviżjoni għandha bżonn tat-tobba esperti li ħarrġet fl-Emergency Response Team, sabiex jagħtu s-sehem sħiħ u kontinwu matul il-ġimġħa kollha tal-CHOGM.

Mid-Dipartiment ta’ l-Emerġenza sejrin jittieħdu erba’ tobba, u li flokhom id-Diviżjoni ħasbet sa minn Lulju li għadda, billi identifikat sitt tobba li kellhom isaħħu id-Dipartiment ta’ l-Emerġenza matul il-ġimgħa tal-CHOGM. Dawn is-sitt tobba kellhom xhur sħaħ ta’ esperjenza fid-Dipartiment ta’ l-Emerġenza innifsu, qabel ma ntagħżlu bħala SHO’s f’dipartimenti kliniċi oħra.

Il-management ta’ l-isptar u d-dipartimenti kliniċi, permezz tac-Chairmen tagħhom, kellhom il-pjanijiet maqbula dwar kif sejrin jagħmlu tajjeb għal din is-sitwazzjoni.

Il-MAM għalhekk hija għal kollox żbaljata meta tgħid li d-Diviżjoni m’għandhiex għal qalbha s-servizz tal-pazjent fid-Dipartiment ta’ l-Emerġenza u fid-dipartimenti kliniċi.

Id-Diviżjoni tas-Saħħa hija ċerta mis-support tal-pubbliku meta qiegħda tieħu miżuri sabiex tnaqqas il-ħela, iżżid l-effiċjenza u fl-istess ħin ma tnaqqas xejn mill-kwalità tas-servizz.

L-MUMN se taghti ultimatum fl-Emergenza

Il-problema li bhalissa qieghed jiffaccja id-Dipartiment ta’ l-Emergenza, fejn hemm problemi diversi ghat-tobba, l-infermiera u l-pazjenti, wasslu biex il-Unjin ta’ l-Infermiera u l-Qwiebel (MUMN) qieghda tahdem biex taghti ultimatum lill-awtoritajiet ta’ l-iSptar San Luqa dwar il-problemi kbar li l-infermiera qeghdin jiffaccjaw f’dan id-dipartiment.

Is-Segretarju Generali ta’ l-MUMN, Colin Galea, ikkonferma ma’ l-orizzont li saru zewg laqghat ma’ l-awtoritajiet ta’ l-iSptar San Luqa izda progress ftit li xejn kien hemm. Qalilna li minhabba f’hekk, l-MUMN qieghda tahdem biex taghti terminu ta’ zmien ta’ meta certu problemi jridu jigu solvuti. Il-MUMN qed tghid car u tond li hemm problemi fid-Dipartiment ta’ l-Emergenza li m’mhumiex accettabli.

Il-problemi li llum qed jikkaratterizzaw id-Dipartiment ta’ l-Emergenza huma diversi. It-tobba qeghdin jilmentaw minn pressjoni kbira ta’ xoghol konsegwenza ta’ nuqqas kbir ta’ tobba, problema li giet kawzata minhabba li diversi tobba irrizenjaw mill-iSptar San Luqa. L-awtoritajiet kienu qeghdin jippruvaw isolvu din il-problema billi jgibu tobba minn dipartimenti ohra u ma kienux lesti li jdahhlu lit-tobba xoghol barra l-hin ghax m’hemmx flus. Dan kien pass inaccettabli ghal Assocjazzjoni Medika Maltija (MAM) u din harget direttiva biex it-tobba ma jmorrux jahdmu f’dipartimenti li mhux assenjati lilhom.

Mill-banda l-ohra, l-infermiera ghandhom il-problema tas-sigurtà. Konsegwenza tad-dewmien li qieghed ikun hemm biex il-pazjenti jinqdew, qieghed jigri li spiss ikun hemm kazijiet fejn infermiera jkunu aggrediti, jew li jispiccaw mhedda. Qieghed ikun hemm ukoll hafna kazijiet fejn infermiera jispiccaw jittellghu il-Qorti biex jixhdu jew in-kella ghax ittiehdu proceduri kontrihom minn qraba. L-infermiera huma imdejqin bil-kbir b’din is-sitwazzjoni u hemm minnhom li qeghdin li jikkunsidraw li ma jibqghux jahdmu fl-iSptar San Luqa.

Is-Segretarju Generali ta’ l-MUMN, Colin Galea, meta ikkuntattjat minn l-orizzont qal li “l-problemi ta’ l-infermiera fid-Dipartiment ta’ l-Emergenza huma differenti minn dawk tat-tobba. It-tobba qed jilmentaw minn nuqqas ta’ tobba. Fid-Dipartiment ta’ l-Emergenza hemm bizzejjed infermiera. Il-problema taghna hi s-sigurtà. Qieghed jigri li minhabba li pazjenti jdumu ammont ta’ hin jistennew il-kura, gieli sieghat, qraba tieghu jispiccaw ihebbu ghall-infermiera meta dawn ma jkollhom tort ta’ xejn. Id-dewmien isehh tort tas-sistema hazina li hemm. Qieghed jigri ukoll li l-infermiera qeghdin jispiccaw jittellghu l-Qorti u dan ghalina hu inaccettabli”.

Colin Galea kompla jghid li “ahna mhassbin hafna fuq is-sitwazzjoni u konna tlabna biex niltaqghu ma’ l-awtoritajiet ta’ l-iSptar San Luqa. Kellna zewg laqghat izda jiddispjacina nghidu li progress ftit li xejn sar. Qeghdin nahdmu biex naghtu terminu ta’ zmien sa meta nistennew li s-sitwazzjoni fid-Dipartiment ta’ l-Emergenza titranga. Ma jistax ikun li l-infermiera jibqghu jahdmu f’dan l-ambjent ta’ riskju. L-infermiera huma imdejqin u hemm min qieghed jikkunsidra li jmur jahdem fi sptarijiet ohra. Jekk is-sitwazzjoni ma titrangax se nispiccaw nibdew nitilfu ukoll l-infermiera”, qal Colin Galea.

Number of emergency doctors may be raised
The Health Division is considering increasing the total number of doctors at the Emergency Department of St Luke's Hospital to 36 from January, the division said yesterday.

The division was reacting to complaints made by the Malta Medical Association about a shortage of staff at the department.

The department is currently manned by 30 doctors.

The division referred to talks held over the past few months on increasing the number of doctors serving at the department during certain hours.

The hospital authorities, it said, were insisting on a revision of the roster and were studying the situation to establish whether there was the need to increase the total number of doctors.

When an attempt had been made to redeploy doctors from other departments, the Medical Association of Malta had directed them not to move from their assigned departments.

They were directed to accept such redeployment only on their off days, without consideration for the number of hours of overtime this would involve, the division charged.

The division said that in order to provide a high quality service during the Commonwealth summit it needed expert doctors who were trained for emergency response.

Four doctors are to be taken away from the department and replaced by six who were identified as being able to strengthen the department during the CHOGM week.

These six doctors, the division said, had the necessary experience, having worked for a number of months at the emergency department before being assigned to other departments.

Health Division deplores MAM attitude

The Health Division has deplored the attitude of the Medical Association of Malta regarding the services of doctors in the Emergency Department of St Luke’s Hospital.

The Health Division said it was considering raising the total number of doctors to 36. Moreover the management of St Luke’s Hospital is trying to cover certain shortages by re-deploying doctors from other departments but MAM has issued directives to these doctors not to move unless they are on their day off.

This would mean that they would end up with doctors working an exaggerated number of hours, the Division said.

Moreover, the Division said it will be replacing the four doctors it will be taking from the Emergency Department during CHOGM with another six.
